I. Policy Review
- National Standard Releases:The Ministry of Industry and Information Technology (MIIT) announced seven hydrogen energy industry standards, including *Design Specification for Hydrogen Pipeline*, *High-Purity Tungsten Powder*, *Palladium Alloy Tubing for Hydrogen Purification*, *Separator Hydrogen Compressor for Hydrogen Refueling Station*, *Hydrogen Refueling Communication Protocol for Fuel Cell Electric Vehicles*, *Cryogenic Process for Alkane Dehydrogenation and Separation Equipment*, and *Motor-Driven Hydrogen Turbine Expander*. All these standards will be implemented from November 1, 2025.
- Local Policy Updates
- The Shuicheng District Government of Guizhou Province released a draft action plan for the development of the hydrogen energy industry for public consultation.
- Fuzhou, Fujian Province, is promoting the integrated development of hydrogen production, storage, refueling, and hydrogen energy equipment.
- Xi'an, Shaanxi Province, is exploring the construction of a number of PV-based hydrogen production, storage, and refueling stations.
- The Port Area of Jiaxing, Zhejiang Province, released policies for the development of the hydrogen energy industry.
- Liaoning Province released the *Implementation Plan for Promoting Differentiated Toll Collection on Highways and Exempting Hydrogen Fuel Cell Trucks from Vehicle Toll Fees in Liaoning Province*. Starting from May 16, 2025, hydrogen fuel cell trucks that use ETC and travel on highways in Liaoning Province will be subject to a reservation system. Upon approval, they will be exempted from vehicle toll fees. The policy will be implemented for three years.
- Yancheng, Jiangsu Province, initiated the application process for special fund projects in the hydrogen energy industry.
II. Corporate Updates
- Project Progress
- LONGi Hydrogen delivered a high-standard green hydrogen project in Australia, the largest of its kind in the country.
- The People's Government of Liangzhou District, Gansu Province, and Junrui Group officially signed an agreement for a large-scale new energy-based green hydrogen production project.
- The ammonia synthesis reactor for the Songyuan Hydrogen Energy Industrial Park (Integrated Green Hydrogen, Ammonia, and Alcohol) project of China Energy Engineering Group was successfully lifted into place.
- The Hailar District of Inner Mongolia released investment promotion information for an integrated project involving wind and solar power-based hydrogen, ammonia, and alcohol production for protein synthesis. The project, located in the Hulunbuir Economic Development Zone, has a total investment of 2 billion yuan and will be implemented from 2025 to 2030.
- Tender and Bid Updates
- On May 14, the EPC general contracting tender for the hydrogen production power supply system and hydrogen purification system supply for two sections of the Xinjiang Huadian Urumqi Hydrogen Production, Storage, and Refueling Integrated Station infrastructure project of China Huadian Engineering Co., Ltd. announced the shortlisted candidates. Hubei Intelli Electric Co., Ltd. ranked first among the shortlisted candidates for the hydrogen production power supply system, with a bid price of 5.5802 million yuan. Shenzhen Hopewind Technology Co., Ltd. ranked second, with a bid price of 3.775 million yuan.
- On May 12, the North China Branch of China Petroleum Engineering & Construction Corporation successfully won the bid for the survey and design of a landmark domestic green hydrogen high-pressure long-distance pipeline project—the Hydrogen Pipeline Project from Damao Banner to Baotou City in Inner Mongolia. The project, with a total length of approximately 190 kilometers, is an important component of the "one trunk line, two loops, and four exits" green hydrogen transmission pipeline network in the Inner Mongolia Autonomous Region.
- The EPC equipment procurement tender for the Yunnan Energy Investment Qujing Hydrogen Energy Integrated Energy Station Demonstration Project has been launched. The project is designed to construct a hydrogen refueling station with a hydrogen refueling capacity of 1,000 kg/12h (with provisions for expansion to 2,000 kg/12h).
- On May 16, the procurement project for supporting equipment of the 50 Nm³/h alkaline water electrolysis hydrogen production system at Liupanshan Laboratory was concluded. The bid winner was Beijing Mingyang Hydrogen Energy Technology Co., Ltd., with a winning bid price of 539,000 yuan.
- The Longjiang Chemical Hydrogen Procurement (Second) Project has been terminated due to insufficient potential suppliers obtaining the procurement documents.
- Overseas Enterprise Updates
- The US House of Representatives Committee voted to pass a bill that may eliminate the 45V hydrogen tax credit, affecting hydrogen energy projects that commence construction after December 31, 2025.
- The CrossWind Offshore Base Load Power Hub has commenced hydrogen production.
III. Technological Advancements
- Patent Applications
- On May 16, it was reported that Shandong Haiqing Energy Technology Co., Ltd. applied for a patent titled "A Device and Method for Utilizing Waste Heat to Improve the Efficiency of Water Electrolysis for Hydrogen Production." This patent enables the rational allocation of waste heat in various processes of water electrolysis for hydrogen production, saving electrical energy and improving energy conversion efficiency.
- On the same day, Guangdong Yuntao Hydrogen Energy Technology Co., Ltd. applied for a patent titled "A Proton Exchange Membrane Fuel Cell Stack."
- Sany Hydrogen Energy Co., Ltd. applied for a patent titled "A Self-Positioning Core Module, PEM Hydrogen Production Electrolyzer, and Assembly Method," which allows for the quick and efficient assembly of core modules, saving processes, improving efficiency, and being cost-effective.
- Technical Seminars:From May 15 to 16, the 2025 International Hydrogen Energy Storage and Transportation Industry Technology Innovation Conference, with the theme of "Accelerating New Quality, Hydrogen Powering the Globe," was held in Langfang City, Hebei Province. Several renowned domestic and overseas experts and scholars in the field of hydrogen energy storage and transportation gathered to discuss the latest advancements and industrial trends in hydrogen energy storage and transportation technologies. The "2025 Advanced Technologies and Industrial Promotion Catalog for the Hydrogen Energy Industry" was released on-site.
IV. Industrial Synergy
- Domestic Collaboration:On May 16, the 2025 Inner Mongolia Hydrogen Energy Industry High-Quality Development Conference was held in Hohhot City. At the conference, Chahar High-Tech Zone in Ulanqab City, the People's Government of Binhai New Area in Tianjin City, China Railway Tunnel Group Co., Ltd., and Junrui Green Hydrogen Energy (Group) Co., Ltd. signed cooperation agreements for green hydrogen production, storage, transportation, pipeline construction, and green hydrogen basalt projects, with a total contract value of 15 billion yuan.
- International Collaboration:China Hydrogen Energy signed an agreement with Itochu Corporation, focusing on cooperation in the fields of green methanol and green ammonia.
